New UCBA President and Executive Sworn in at the Court of Appeal

The Uganda Court Bailiffs Association (UCBA) has ushered in new leadership following the swearing-in ceremony of its incoming President, Mr. Milton Matazze, and four Executive members during a ceremony held this morning at the Court of Appeal building. The event was officiated by HW Festo Nsenga, Deputy Registrar Inspectorate of Courts, on behalf of the Chief Registrar.

In his remarks, HW Nsenga commended the outgoing Executive led by Mr. Brian Kanyesigye for restoring discipline, professionalism, and order within the association. He noted that disciplinary cases had significantly reduced under their leadership, crediting Mr. Kanyesigye for resolving many issues before they reached the Disciplinary Committee. He proposed that the Judiciary formally recognise the outgoing team with certificates of appreciation and suggested that former presidents serve as ex-officio members of disciplinary and licensing committees to continue lending their experience.

HW Nsenga also addressed key operational concerns, underscoring the need for enhanced training, improved cooperation with judicial officers, and the modernisation of administrative processes such as licence renewals. He highlighted challenges including pending Constitutional Court judgments ,execution of small claims, and inadequate automation. He encouraged the new leadership to prioritise data management, electronic processes, and closer coordination with the Patron and Secretariat.

He urged the incoming Executive to discharge their duties with integrity, balance, and professionalism, reminding them that the oath they had taken carries serious responsibility. He emphasised that effective leadership requires firmness, flexibility, approachability, and a clear separation of personal feelings from official decisions.

In his acceptance speech, Mr. Matazze expressed gratitude to members for the trust placed in him and pledged to lead with transparency, fairness, and accountability. He outlined his priorities, including improving professionalism, strengthening training programmes, and enhancing the Association's public image. He noted that bailiffs are increasingly recognised as professionals and should continue shedding outdated stereotypes. He also called for an electronic licence renewal system to ease congestion and eliminate repetitive paperwork, especially in light of ECCMIS advancements.

Mr. Matazze committed to strengthening relationships with the Judiciary, government, and other partners, promising inclusive leadership that values consultation and member engagement.

Outgoing President Mr. Brian Kanyesigye congratulated the new team and thanked members for their support during his three-year tenure. He acknowledged the challenges and achievements of the outgoing executive and encouraged the new leaders to unite, delegate wisely, manage members calmly, and avoid unnecessary conflict. He asked for forgiveness from anyone he may have wronged in the execution of his duties and extended the same grace to others as the Association transitions to new leadership.

The Secretary of the Court Bailiffs Licensing and Disciplinary Committee, HW Fidelis Otwao, who also serves as Personal Assistant to the Acting Chief Registrar, welcomed the new Executive and commended them for stepping forward to serve. HW Otwao and Ms. Nankunda Evas, UCBA Public Relations Officer, moderated the ceremony.

At  the close of the event, HW Nsenga formally handed over a copy of the Constitution of the Uganda Court Bailiffs Association to the new leadership on behalf of the Chief Registrar, marking the start of their mandate.
